기초지차단체의 자산 및 부채와 주민만족도의 관계에 관한 탐색적 연구

An Exploratory Study on the Relationship Between Resident Satisfaction and the Assets and Liabilities of Local Governments

초록

복식부기회계제도가 법제화된 이래 지방자치단체의 자산과 부채 등 지방의 재무정보가 공개되었지만, 지방자산과 부채가 주민들의 실제 삶에 미치는 중요성에도 불구하고 그 연구는 거의 진행되지 않았다. 이에 본 연구는 문헌분석을 통해 지방자산과 부채가 주민들의 행정서비스 및 지자체 만족에 영향을 미치는 기제에 대한 두 가지 설명을 도출한다. 구체적으로, 시민의 관점에서 지방자산과 부채는 행정서비스의 질 또는 성과로 인식되어, 자산운용 등 행정서비스의 성과에 대한 주민들의 평가가 주민만족도를 결정한다는 것이 첫 번째 기제이며, 두 번째 기제는 지방자산과 부채는 주민들의 생활환경과 관련된 욕구를 충족시키는 효과에 따라 만족을 증진시킨다는 것이다. 본 연구는 지방정부의 유형별 자산, 자산총계, 부채총계가 14개 유형의 주민만족도에 미치는 영향을 실증분석하였고, 주민편의시설은 모든 유형의 주민만족도를, 투자자산은 경제만족도를 높이는 효과가 있었으며, 유동자산은 일부 유형의 만족도를 낮추는 영향이, 사회기반시설은 환경미화 만족도를 낮추는 반면 노인복지 만족도를 높이는 영향이 있음을 확인하였다. 분석결과에 대한 논의에서는 두 가지 관점 모두 실제 주민만족을 설명할 수 있는 기제이나 자산항목에 따라 기제가 다르게 나타날 수 있음을 확인하였다.

Abstract

The financial information of local governments, including assets and liabilities, has been made public since the codification of double-entry bookkeeping in accounting. Research in this area has been scant despite the significance of local assets and liabilities on the lives of residents. The literature review derives two explanatory mechanisms of how local assets and liabilities influence residents' administrative services and satisfaction with local government. Specifically, the first mechanism is where local assets and liabilities are perceived as the quality or performance of administrative services from the citizens' perspective, suggesting that residents' evaluations of administrative performance, including asset management, determine their satisfaction. The second mechanism posits that local assets and liabilities enhance satisfaction by meeting residents' needs related to their living environment. This research empirically analyzes the impact of different types of local government assets, total assets, and total liabilities on fourteen types of resident satisfaction. The findings reveal that amenities for residents increase satisfaction across all types, investment assets enhance economic satisfaction, current assets have a negative impact on some types of satisfaction, and social infrastructure asset lowers environmental satisfaction while increasing satisfaction with elderly welfare services. The discussion of the results confirms that both perspectives can explain actual resident satisfaction, but the mechanisms may vary according to the asset category.
