
정부 조직의 ICT 활용 영향 요인: 조직 구조와 조직 문화를 중심으로
초록
본 연구는 정부 조직의 ICT 활용에 영향을 미치는 조직 구조 요인(복잡성, 공식화, 중앙집권화)을 분석하고, 조직 문화 중 하나인 비전 명확성이 이 관계를 조절하는지 검토하고자 한다. 이를 위해 국가직과 지방직 공무원 1,000명을 대상으로 설문조사를 실시하고, 다중회귀분석을 통해 이론적 가설을 검증하였다. 분석 결과, 복잡성과 공식화는 ICT 활용에 정(+)의 영향을 미치는 반면, 중앙집권화는 유의한 영향을 보이지 않았다. 또한 비전 명확성은 ICT 활용을 직접적으로 증진시키는 동시에, 공식화와의 상호작용을 통해 ICT 활용을 조절하는 것으로 나타났다. 공식화와 비전 명확성의 상호작용은 ICT 활용에 부(-)적 영향을 미쳐, 공식화 수준이 낮더라도, 비전이 명확하다면 ICT 활용이 적극적으로 이루어질 수 있음을 보여준다. 본 연구는 정부 조직의 디지털 전환을 위해 구조와 문화의 상호작용을 고려한 통합적 접근이 필요함을 제시한다.
Abstract
This study investigates how the organizational structural factors of complexity, formalization, and centralization affect ICT utilization in government organizations and examines whether vision clarity, as a dimension of organizational culture, moderates these relationships. A survey was conducted of 1,000 public officials from central government ministries and local governments, and employed multiple regression analysis to test the theoretical hypotheses. The results indicate that complexity and formalization have positive effects on ICT utilization, whereas centralization shows no significant effect. Moreover, vision clarity not only directly enhances ICT utilization but also moderates the relationship between formalization and ICT utilization. Specifically, the interaction between formalization and vision clarity has a negative moderating effect, suggesting that even in organizations with lower levels of formalization, clear vision can facilitate active ICT utilization. These findings highlight the importance of an integrated approach that considers the interaction between organizational structure and culture in promoting digital transformation within government organizations.
