지방자치단체와 중앙정부의 정치적 결합과 산업 재결합: 구미국가산업단지의 사례를 중심으로

Political Coupling Between Local and Central Government and Industrial Recoupling: A Case Study of the Gumi National Industrial Complex

초록

본 연구는 구미국가산업단지의 재구조화 과정에서 지역과 기업 간 재결합을 가능하게 한 핵심 동인으로서 ‘정치적 결합’의 작동 메커니즘을 규명한다. 기존 세계생산네트워크(GPN) 논의는 전략적 결합의 조건이나 탈결합의 결과를 단편적으로 다루거나, 경제적･정책적 요인에만 근거해 재결합을 설명해온 한계가 있다. 본 연구는 이러한 한계를 비판하며, 전략적 결합-탈결합-재결합의 과정을 통시적으로 분석하고, 특히 비연관 다각화를 가능하게 한 정치적 결합의 구체적 작동 방식을 밝히고자 한다. 분석 결과, 정치적 결합은 지방자치단체장이 정책선도가로서의 역할을 수행하게 하며, 행정절차 개선, 인프라 조성, 보조금 지원, 노조와의 관계 조율이라는 정책 수단을 통해 지역의 재결합을 유도한 것으로 나타났다. 연구 방법으로는 문헌 분석과 함께, 전 구미시 정책결정자, 중앙정부 정책 담당자, 산업단지 관계자, 기업 대표 등 8인의 주요 행위자를 대상으로 한 심층 면접을 바탕으로 단일 사례연구를 수행하였다.

Abstract

This study explores the mechanisms through which political coupling functioned as a key driver in enabling the re-coupling between the region and firms during the restructuring of the Gumi National Industrial Complex. This study critiques the existing global production network (GPN) literature, which tends to analyze the conditions of strategic coupling or the outcomes of decoupling in isolation, or to explain re-coupling solely through economic and policy factors, by conducting a longitudinal analysis of the strategic coupling/ decoupling/ recoupling process. In particular, it aims to uncover how political coupling made unrelated diversification possible. The findings indicate that political coupling empowered local government leaders to act as policy entrepreneurs, utilizing policy instruments such as administrative streamlining, infrastructure development, subsidy provision, and the coordination of labor relations to facilitate regional recoupling. The study adopts a single case study approach, based on a literature review and in-depth interviews with eight key stakeholders, including a former policymaker, a central government official, industrial complex managers, and corporate executives.
