한국의 농업과학기술 ODA 정책방향: Feed the Future Initiative의 시사점

초록

우리나라는 외교부(KOICA), 농촌진흥청, 농림축산식품부를 중심으로 농업과학기술 ODA를 추진중이다. 특히, 농촌진흥청은 지난 15년간 아시아･아프리카･중남미의 여러 개도국에서 사업의 효과성을 입증해 왔으며, 일부 성과는 국제사회의 모범사례로 선정되는 등 국격제고에도 기여하고 있다. 하지만 선진공여국들에 비해 소규모 위주 사업, 농업 ODA예산의 한정성, 접근범위와 참여기관의 제한성, 상대적으로 미흡한 국제기관･민간분야 협력, 통합적･체계적 ODA 전략 부재 등의 개선사항이 사업초기부터 반복 제기되는 실정이다. 이와 같은 배경에서 본 연구는 선진공여국 미국의 농업과학기술 ODA정책을 Feed the Future Initiative(FTF) 사례를 통하여 살펴보고 시사점을 찾고자 하였다. 미국은 풍부한 원조자금과 양･질적으로 최고 수준의 과학기술력, 탄탄한 사회･경제적 인프라를 바탕으로 세계 최대 농업국가인 자국의 특성과 이익에 걸맞는 농업과학기술 ODA를 실행한다. 구체적으로 국제농업연구협력체와 원활한 공조, 활발한 국내･외 대학들과의 연구협력, 폭넓은 민간참여, 정교한 농업과학기술 ODA전략 수립 등이다. 그런데 이와 같은 미국적 특성이 우리나라 현실과 직접 비교가 될 수 없겠으나, 향후 농업 ODA의 양･질적 성장을 추구하려는 정책기조에 따라 농업과학기술 ODA의 방향성을 찾는데는 분명히 도움이 될 것이다.

Abstract

Korea is promoting agricultural science and technology ODA centered on KOICA, the Rural Development Administration (RDA), and the Ministry of Agriculture, Food, and Rural Affairs. In particular, RDA has proven the effectiveness of its projects over the past 15 years in various developing countries in Asia, Africa, and Latin America. However, limitations in comparison to advanced donor countries, including improvements such as small-scale projects, limited agricultural ODA budgets, limited access and participatory organizations, relatively insufficient cooperation between international institutions and private sectors, and lack of an integrated and systematic ODA strategy have been repeatedly raised since the beginning of the project. Against this backdrop, this study attempted to examine the US agricultural science and technology ODA policy through the case of the Feed the Future Initiative (FTF). The United States is promoting agricultural science and technology ODA that matches its characteristics and interests as the world's largest agricultural country based on abundant aid funds, the highest quantity and quality of science and technology, and solid socio-economic infrastructure. Specifically, it includes a smooth cooperation system with international agricultural research organizations, active research cooperation with domestic and foreign universities, broad private participation, and establishment of sophisticated agricultural science and technology ODA strategies. Although these American characteristics cannot be directly compared to the reality of Korea, they will certainly help determine the direction of agricultural science and technology ODA in response to the policy stance of promoting quantitative and qualitative growth of agricultural ODA in the future.
