제도화된 아이디어와 아이디어의 제도화: 한국형 실업부조 아이디어의 변화에 대한 분석

초록

2021년부터 한국에서는 근로빈곤층 문제와 고용안전망 사각지대 문제에 대응하기 위해 ‘한국형 실업부조제도’인 국민취업지원제도가 시행되었다. 그러나 일부에서는 한국형 실업부조제도는 복지 원칙 등이 부재하고 취업지원 중심으로 제도가 설계되었다는 점에서 ‘실질적 실업부조’와의 괴리가 나타난다는 비판이 제기되고 있다. 이에 따라 한국형 실업부조제도가 진정한 의미의 실업부조인지, 혹은 한국형이라는 수사를 통해 실업부조가 형해화되었는지에 대한 분석이 요구된다. 본 연구에서는 제도화된 아이디어와 아이디어의 제도화 간 갈등에 따른 아이디어의 변화 및 해석틀을 적용하여 실업부조 아이디어가 한국형 실업부조 아이디어로 변화하게 된 배경 및 과정을 분석하고, 한국형 실업부조의 특성을 설명하고자 하였다. 2008년 이후 제안된 법안들과 관련 공식 자료들의 아이디어 요소 분석 결과, 복지, 포괄성, 조세기반 원칙으로 구성된 실업부조 아이디어가 재정건전성, 보험의 원리, 기여금 기반 원칙으로 구성된 한국의 ‘제도화된 아이디어’(사회보장제도)와 갈등하면서 실업부조 아이디어를 수입하고자 하는 행위자에 의해 아이디어의 재구성이 나타난 것으로 분석되었다. 이러한 아이디어의 해석과정에서 제도화된 한국형 실업부조 아이디어는 실업부조의 실질적 요소인 복지원칙이 배제되면서 실업부조의 상징성 중심으로 현지화된 것으로 나타났다. 이를 기반으로 정책변동을 아이디어의 재구성에 기반하여 분석하는 작업의 이론적 함의와 실업부조제도 개선에의 실천적 함의를 논의하였다.

Abstract

The “Korean Unemployment Assistance”has been implemented in South Korea since 2021 to respond to the problem of the working poor and blind spots in the employment safety net. However, some have criticized the system for its lack of welfare principles. Therefore, it is necessary to analyze whether the system is adopted as unemployment assistance (UA) in the true sense, or whether transformed through rhetoric as a Korean version. For this purpose, this study analyzes the background and process of ideational change in UA and explains the characteristics of Korean UA by applying the ideational change framework based on the conflict between institutionalized ideas and the institutionalization of ideas. Through the analysis, it was found that the ideational elements of UA consist of the principles of welfare, inclusiveness, and based on taxation, while the Korean 'institutionalized idea' (social security system) consists of the principles of fiscal soundness, insurance, and based on contribution. The ideational conflict, ideational translation was demanded to import UA to Korea. Korean UA ideas were localized in the process of translation and reconfiguration of ideational elements based on the symbolic elements of UA while the substantive welfare principle elements were excluded and inclusiveness was restricted. The theoretical implications of analyzing policy changes based on the reconstruction of the ideas are discussed based on the analysis along with practical implications for improving Korean UA.
