우리나라 지방자치단체 예산지출의 동형적 영향 분석: 기초자치단체의 복지예산지출을 중심으로

초록

본 연구의 목적은 제도이론에 기반하여 기초자치단체의 복지예산지출에 영향을 미치는 동형적 요인을 분석하는 것이다. 지방자치단체가 처한 제도적 환경은 각 단체가 보이는 재정운용의 유사성을 높이는 동형적 요인으로 작용할 수 있으며, 이는 예산의 결정 및 집행 과정에서 중대한 역할을 한다. 따라서 이러한 동형적 압력이 예산의 효율성과 정책의 지속 가능성에 어떠한 영향을 미치는지 파악하는 것은 매우 중요하다. 이에 본 연구는 선행연구들의 연구 범위를 확장하여 지방자치단체를 둘러싼 환경적 요인이라고 할 수 있는 동형적 요인이 복지예산 지출에 미치는 영향을 규명하고자 하였다. 분석을 위해 2017년부터 2021년까지 226개 기초자치단체의 복지예산 비중을 대상으로 중앙정부의 복지예산 비중을 강압적 압력의 지표로, 해당 광역자치단체 내 다른 기초자치단체들의 복지예산 비중의 평균을 모방적 압력을 나타내는 지표로 활용하여 각각의 압력들이 기초자치단체 복지예산 비중에 미치는 영향을 실증적으로 분석하였다. 분석 결과, 기초자치단체의 복지예산 비중은 주로 모방적 압력의 영향을 받으며, 중앙정부의 복지예산 비중은 기초자치단체에 대체효과로 작용하는 것으로 나타났다. 분석 결과를 바탕으로 본 연구는 지방자치단체의 재정 운영에 있어 독자적이고 지역의 특성에 맞는 복지정책의 필요성을 강조하였다.

Abstract

This study based on institutional theory analyzes the environmental factors influencing welfare budget expenditures in local governments. Prior research on the factors affecting welfare budget expenditures has predominantly focused on social, economic, and political variables, with comparatively less emphasis on the environmental factors surrounding local governments. Therefore, this study seeks to expand the scope of previous research by investigating the impact of environmental factors on welfare budget expenditures. Welfare budget proportions from 2018 to 2021 were used for the analysis, employing the central government’s welfare budget proportion as an indicator of coercive pressure and the average welfare budget proportion of other local governments in the region as an indicator of mimetic pressure. The impact of these pressures on the welfare budget proportion of individual local governments was empirically analyzed using panel data analysis. The results indicate that the proportions of local governments welfare budgets are mainly influenced by mimetic pressure, and the scale of national subsidies acts as a coercive pressure. This finding suggests that the welfare budget policies of geographically and hierarchically similar local governments and the proportion of national subsidies respectively function as mimetic and coercive pressures, influencing local governments’ welfare budget expenditure decisions.
