관료정치와 관료제의 정치화: 양상, 기능, 공무원의 정치적 중립과의 관계

Bureaucratic Politics and the Politicization of Bureaucracy: Aspects, Functions, and the Relationship with the Political Neutrality of Civil Servants

초록

관료정치와 관료제의 정치화는 정치와 연관된 현상이라는 동질성에도 불구하고 상호 구분되는 개념이다. 그런데도 이들 개념이 호환적으로 사용되거나 양 현상을 포괄하는 용어들이 통용됨으로써, 해당 현상을 규명하고 이해하는데 혼선이 빚어지고 있다. 이 글은 관료정치와 관료제의 정치화 두 현상을 개념적으로 차별화하여 각각의 양상과 기능을 개괄적으로 살피고, 이들 현상과 맞물린 공무원의 정치적 중립 문제를 다루었다. 그리고 이 과정에서 일부 연구과제를 제시하고 한국적 맥락을 부분적으로 서술하였다.

Abstract

This article conceptually differentiates the two phenomena of bureaucratic politics and the politicization of bureaucracy, examines each aspect and function in general, and addresses the issue of the political neutrality of public officials intertwined with these phenomena. In this process, some research tasks are presented and the Korean context is partially described. It is hoped that this article will be helpful in conducting more systematic follow-up research in the future.
