공공조직의 증거기반실무는 어떻게 이뤄지는가: 자기결정성 이론을 통한 메커니즘 탐구

초록

이 연구는 조직적 차원에서 증거기반행정을 활성화하기 위한 리더십이 조직 구성원의 개인적 증거기반실무에 미치는 영향을 자기결정성 이론의 관점에서 분석하였다. 구체적으로, 기본심리욕구이론, 인지평가이론, 유기통합이론 등 자기결정성 이론의 하위 이론들을 적용하여 리더십이 유능성, 자율성, 관계성 등 심리적 욕구와 증거기반 실무동기를 통해 구성원의 증거기반실무에 미치는 영향을 다중매개효과 모형을 통하여 검정하였다. 분석 결과, 리더십이 심리적 욕구와 동기를 매개로 하여 증거기반실무에 긍정적인 영향력을 미친다는 이 연구의 가설이 부분적으로 지지되었다. 이러한 결과는 증거기반 관점을 실증적으로 연구하는 데 있어 자기결정성 이론이 핵심적인 이론적 토대가 될 수 있음을 시사하며 최근 주목받고 있는 증거기반실무와 데이터 기반 행정을 촉진하기 위한 정책 수립에 대한 실천적 제언을 제공한다.

Abstract

This study analyzes the influence of leadership at the organizational level on individual members’ evidence-based practice (EBP) from the perspective of self-determination theory (SDT). Specifically, it applies the sub-theories of SDT—basic psychological needs theory, cognitive evaluation theory, and organismic integration theory—to examine how leadership affects competence, autonomy, and relatedness, as well as motivation for EBP, thereby influencing members’ engagement in EBP. A multiple mediation model was employed to test these relationships. The results partially supported the hypothesis that leadership positively impacts EBP through the mediating roles of psychological needs and motivation. These findings suggest that SDT can serve as a critical theoretical foundation for empirical research on evidence-based perspectives and offer practical implications for policy development aimed at promoting evidence-based practice and data-driven governance.
