Exploring the Role of Ministerial Policy Advisors Using Grounded Theory

초록

본 연구는 2003년 도입된 장관정책보좌관 제도에 주목하여 전직 장관정책보좌관을 대상으로 한 심층 인터뷰를 바탕으로 이들의 역할 수행 경험을 분석하였다. 근거이론의 패러다임 모형을 통해 장관정책보좌관이 경계인으로서 관료조직에 적응하고 정체성을 확립해 나가는 과정 및 그 과정에서 발휘되는 전문성의 의미를 발견하였다. 이들은 조직 내에서는 장관과 공무원들 사이를 연결하는 중간자적 역할을 수행하였고, 외부적으로는 대국회, 대부처 등 정책 이해관계자들과 조직의 입장에서 관련 현안들을 협의 및 해결하였다. 이러한 활동에는 정무적·정책적 전문성이 강조되었으며, 장관과의 관계, 개인의 태도와 역량, 조직의 지원, 정권의 시기 및 성향 등이 역할 수행에 영향을 미쳤다. 본 연구는 장관정책보좌관이 정치적 대응성과 책임성을 실현하는 의미 있는 자리라는 점에서 제도의 투명성과 효과성을 높이기 위한 제도적 보완 및 학술적 연구가 필요함을 제안하고 있다.

Abstract

This study explores the role of ministerial policy advisors, introduced in 2003, using grounded theory. In-depth interviews with former advisors were conducted and analyzed. The findings show that advisors acted as boundary actors within bureaucratic organizations, mediating between ministers and civil servants while establishing their professional identity. They also assisted ministers in addressing policy issues with stakeholders such as the National Assembly and other ministries. Their work required both political and policy expertise, shaped by factors including the minister/advisor relationship, individual capacity, organizational support, and the orientation of the administration. The study highlights the position as a key mechanism for political responsiveness and accountability and calls for institutional reforms for enhancing transparency, effectiveness, and future research.

본 논문에서는 ‘청와대’ 혹은 ‘대통령실’은 모두 ‘대통령실’로 표기하였다. 인터뷰 대상자들도 두 단어에 특별한 의미를 부여하지 않고 혼용하여 사용하였다. 이에 현재(2025.8.)의 공식 명칭인 ‘대통령실’로 통일하였다.
