지역사회 계속 거주형 노인주거･복지 통합서비스의 연계성 제고 방안

초록

본 연구는 지역사회 계속 거주형(AIP) 노인주거･복지 통합서비스의 실태와 문제점을 법제, 공공행정체계, 공사부문, 서비스/프로그램 간 연계성 측면에서 분석하고, 이를 토대로 연계성 제고 방안을 제시하려는 것이다. 이를 위해 우선, AIP, 연계성 등에 대한 이론을 고찰하고 이를 토대로 분석변수를 선정하였다. 다음에는 노인주거･복지 통합서비스의 연계성 실태를 법제, 공공행정체계, 공사부문 간, 서비스/프로그램의 측면에서 분석하고 문제점을 논의하였다. 그리고 AIP 기반 통합서비스의 하나로 2018년부터 정부부처, 지자체, LH공사 등이 협력하여 추진 중인 지역사회 통합돌봄 사례를 검토하였다. 현재 노인주거･복지 통합서비스는 주거, 복지, 보건의료, 돌봄, 공동체 활동 등의 서비스를 행정기관, 공공기관, 민간부문의 다양한 기관과 인력이 제각기 제공하고 있어 중복과 파편화로 인해 여러 문제가 발생하고 있다. 반면에 관련 기관 및 인력 간 연계는 가장 낮은 단계인 의사소통과 그다음 단계인 협력이 일부 행해지는 정도이며, 이것도 안정적이지 못하다. 이에 본 연구는 노인주거･복지 통합서비스의 연계성 실태 및 문제점 분석을 토대로 연계성 제고 방안을 전략적 관점, 법제, 공공행정체계, 공사협력, 서비스/프로그램 측면에서 구체적으로 제시하였다.

Abstract

The purpose of this article is to analyze the actual conditions and underlying problems of integrated housing and welfare services for Aging in Place (AIP) elderly in terms of the linkage of the law, public administration, public-private relationships, and programs and services, and to suggest measures to reinforce the linkage of integrated services. To this end, this article first examined the theories of AIP and the linkage of service delivery systems and then selected variables for analysis on the basis of the theoretical discussion. The article then analyzed the actual conditions and underlying problems of the system connecting integrated housing and welfare services for the elderly in terms of the law, public administration, public-private relationships, and programs and services. In addition, this article reviewed the case of integrated community care for the elderly in effect as a pilot project in cooperation between local government and LH Corporation. The integrated housing and welfare service for the elderly currently provides diverse services including housing, welfare, healthcare, personal care, and community activities through diverse institutions and personnel, without appropriate links or coordination, causing problems of service duplication and delivery fragmentation. Meanwhile, the connections among relevant institutions and service personnel are unstable and remain at the lowest level. This article presents specific measures for strengthening of the connections between integrated housing and welfare services for the elderly.
