예비타당성조사제도 변화에 관한 연구: 비수도권 사업의 통과확률이 비대칭적으로 늘었는가?

초록

본 연구는 예비타당성조사 제도의 개편이 타당성 검증을 수행하는 AHP 평가자의 의사결정에 미치는 영향에 대해 실증적으로 분석하는 것을 목적으로 한다. 예비타당성조사 제도는 2019년 개편 이후 정책분석을 수행하는 주체가 변화하였고 제도의 개편에 따라 AHP 평가자의 의사결정에 영향을 미칠 수 있게 되었다. 본 연구는 이것을 중심으로 AHP 평가 결과가 실제로 변화하였는지 회귀분석을 통해 확인하고 개편의 주요 목적인 비수도권 사업에 어떠한 영향을 미쳤는지 파악하고자 한다. 분석단위는 2016년부터 2021년까지의 예비타당성조사 대상사업 중 면제사업을 제외한 각각의 실시사업으로 설정하였다. 연구 결과에 따르면 제도의 개편이 실제 평가자들의 의사결정에 영향을 미쳐 AHP 점수에 긍정적으로 영향을 주고 있음을 확인하였다. 또한, 제도 개편 이후 비수도권에서 이루어진 사업의 통과가 높게 나타나는 것을 확인할 수 있었다. 이러한 결과는 제도 개편의 목적에 따라 AHP 평가자의 의사결정이 변화하여 실제 사업에 영향을 끼치고 있다는 것을 보여준다. 이를 바탕으로 본 연구는 예비타당성조사제도의 개편이 지니고 있는 영향 요인을 파악하고 향후 사업의 방향성을 제시하였다는 점에서 정책적 의의를 가진다.

Abstract

This study aims to analyze empirically the impact of the reorganization of the preliminary feasibility study system on the decision-making of AHP evaluators conducting feasibility verification. The entities responsible for conducting policy analysis have changed since reorganization in 2019, which may have influenced the decision-making of AHP evaluators. This study employed regression analysis to investigate whether the AHP evaluation results actually changed. The analysis focused on each of the projects conducted between 2016 and 2021, excluding exempt projects. According to the research findings, the reorganization has positively affected the decision-making of actual evaluators, leading to positive changes in AHP scores. Additionally, it was observed that projects conducted outside the Capital Area showed a higher likelihood of passing after the system's reorganization. These results demonstrate that the decision-making of AHP evaluators has changed in line with the objectives of the reorganization, thereby impacting actual projects. This study has policy significance based on this in identifying the factors influencing the reorganization of the preliminary feasibility study system and suggesting future directions for projects.
