
변화관리가 조직성과에 미치는 영향: 조절된 매개효과를 중심으로
초록
본 연구는 공공조직에서 변화관리가 조직성과에 미치는 영향을 살펴보는 데 그 목적이 있다. 더 나아가 혁신행동을 매개변수로, 변혁적 리더십을 조절변수로 설정하여 혁신행동의 매개효과와 변혁적 리더십의 조절효과를 알아보고 종합적으로 조절된 매개효과를 분석하였다. 중앙행정기관과 광역・기초 지방자치단체 공무원을 대상으로 하는 공직생활실태조사 자료를 분석한 결과, 변화관리는 조직성과에 긍정적인 영향을 미쳤고 혁신행동은 변화관리와 조직성과 관계를 매개하였으며 변혁적 리더십은 혁신행동과 조직성과와의 관계를 조절하였다. 또한 변화관리가 혁신행동을 매개하여 조직성과에 미치는 영향을 변혁적 리더십이 통계적으로 유의하게 조절하였다. 즉 혁신행동의 매개효과는 조절변수인 변혁적 리더십 수준에 따라 유의한 차이가 나타났다. 이러한 결과는 급변하는 환경 속에서 공공조직 역시 효과적인 변화관리가 중요하고 구성원의 혁신행동을 강화할 수 있는 변혁적 리더십이 필요하다는 것을 시사한다. 본 연구는 공공조직에서의 변화관리, 혁신행동 및 변혁적 리더십의 중요성을 실증적으로 규명하였다는 데 의의가 있다. 또한 변화관리와 혁신행동을 통해 조직성과를 제고할 수 있는 통합적인 조직 구조와 유연한 조직 문화조성이 필요하다는 정책적 함의점을 제공하였다.
Abstract
The purpose of this article is to examine the impact of change management on organizational performance in the public sector and the mediating effect of innovative behavior. Furthermore, the moderating effect of transformational leadership and the moderated mediation effect were analyzed. Based on a survey of central and local government officials, the results showed that change management had a positive effect on organizational performance, innovative behavior mediated the relationship between change management and organizational performance, and transformational leadership moderated the relationship between innovative behavior and organizational performance. In other words, the higher the level of change management, the higher the organizational performance and the indirect effect of change management on organizational performance through innovative behavior is significantly moderated by transformational leadership. These results suggest that effective change management is important for public organizations in a rapidly changing environment and that transformational leadership is needed to enhance employees' innovative behavior. The significance of this study is that it empirically examines the importance of change management, innovative behavior, and transformational leadership in public organizations. It also provides the policy implication that it is necessary to create an integrated organizational structure and a flexible organizational culture that can enhance organizational performance through change management and innovative behavior.
