지방자치단체의 지출과 지방공기업 부채의 관계에 관한 연구: 보충적 혹은 보완적 관계에 대한 실증적 검증

A Study of the Relationship Between Local Government Expenditure and Local Public Enterprise Debt: An Empirical Analysis of a Complementary or Supplementary Relationship

초록

본 연구는 공공서비스 공급에 있어서 지방자치단체와 지방공기업이 보충적 혹은 보완적 관계에 있는지 살펴보고자 한다. 이를 위해, 2017년~2021년 329개 지방공사를 대상으로 주요 사업 분야인 문화 및 관광, 산업중소기업, 교통 및 물류, 국토 및 지역개발 분야에 대한 지방자치단체의 지출과 지방공사의 부채 간의 관계를 분석하였다. 분석결과에 따르면 문화 및 관광, 산업중소기업 분야는 지방자치단체의 해당 분야 외 지출이 증가함에 따라 지방공사의 부채가 증가함을 보여 지방자치단체와 지방공사가 보충적 관계에 있는 것으로 나타났다. 반면, 교통 및 물류, 국토 및 지역개발 분야는 지방자치단체의 해당 분야에 대한 지출의 증가가 지방공사의 부채를 증가시키므로 지방자치단체와 지방공사가 보완적 관계에 있다고 할 수 있다. 따라서 지방공기업 부채의 효율적 관리를 위해서 분야에 따라 다르게 나타나는 지방자치단체와 지방공기업의 관계에 대한 고려가 필요하다.

Abstract

This study aims to analyze empirically whether local governments and local public enterprises (LPEs) are complementary or supplementary in the production of public services. The empirical analysis focuses on the 329 LPEs in 2017-2021 and explores the relationship between local government expenditures and LPE debt in the four sectors of culture/tourism, industry, transportation/logistics, and land/regional development. The empirical findings revealed a positive relationship in the two sectors of culture/tourism and industry, which indicates complementary relationship. In contrast, the other two sectors are shown to have a negative relationship and therefore supplementary. Thus, it is necessary to pay attention to the sectors where local governments and LPEs expand their expenditures and debts for the production of public services.
